🎒 When Safety Starts at Home: Unsecured Gun Discharges in Virginia Third Grade Classroom
By Robert Jordan, Founder, SITE|SAFETYNETâ„
A wake-up call in Spotsylvania County, Virginia serves as another urgent reminder: school safety doesn’t begin at the school gates—it starts at home.
This week, a third-grade student at Lee Hill Elementary School brought a loaded, unsecured handgun to class, which accidentally discharged inside the child’s backpack. Thankfully, no students or staff were injured in the incident that unfolded on Monday morning.
According to the Spotsylvania County Sheriff’s Office, the student discovered the handgun at home and placed it in his backpack. While retrieving an item during class, the child unintentionally pulled the trigger. A fast-acting teacher immediately evacuated all 26 students and notified the on-site School Resource Officer (SRO). This demonstrates how essential real-time response protocols can make the difference between safety and tragedy.
đź”’ The Legal Aftermath: Accountability for Parental Negligence
Following the incident, the student’s parents—Terrence Carroll Jr. (34) and Ciara Armstead (36)—were arrested and charged with recklessly leaving a loaded firearm accessible to a child under 14. The sheriff’s office confirmed both parents cooperated fully with the investigation and were released on $5,000 bond. The child was not charged following a prosecutor’s review.
This case mirrors a troubling pattern: 12 incidents this school year alone have involved elementary school children bringing guns to campus, according to the National Association of School Resource Officers. In at least two of those cases, guns were discharged accidentally.
⚠️ School Safety Is a Shared Responsibility
As we’ve seen in tragic past events—like the 2023 Newport News teacher shooting and the Oxford High School mass shooting—parental responsibility plays a pivotal role in school safety. When firearms are accessible to children, the results can be devastating, even when there’s no intent to harm.
At SITE|SAFETYNET℠, we believe that safety assessments shouldn’t just focus on campus infrastructure and emergency response drills. Our Dynamic Safety Score (DSS) and P-94 Safety Zone Assessment include evaluating community and family partnerships, firearm safety education, and how well parents maintain a safe school ecosystem.
